2nd North East India-Myanmar business conclave

Arunachal delegates give focus on bilateral trade

ITANAGAR, Aug 31: The business delegations from Arunachal Pradesh led by Setong Sena, Minister for Agriculture attended the 2nd Indo-Myanmar Business conclave aimed at opening up border trade with that country.

The business conclave organized by the Indian Chamber of Commerce (ICC), Kolkata and Union of Myanmar Federation of Chambers of Commerce & Industry (UMFCCI) gave more stress on expanding border trade and investment opportunities by Indian businessman in Myanmar.

The team held series of meetings with as many as six Union Ministers of Myanmar holding important portfolios during the visit and discussed with them the prospects and opportunities for bilateral trade and investment. They also met and interacted with various Chamber of Commerce of Myanmar including head office bearers of UMFCCI and Businessman of Myanmar.

Earlier, on August 27 they called on Chief Minister of Mandalay Region and attended a seminar on Bilateral Trade and Investment. The next day, the team called on the Chief Minister of Sagaing Region at Monywa and attended Business Meet with the Monywa Chamber of Commerce and prospective Investors and Business Delegates. The Indian delegation gave a courtesy call on various Union Ministers of Republic of the Union of Myanmar on reaching the capital city, Nay Pyi Taw on August 29 where they focused on bilateral, regional, and international issues of mutual cooperation and interest, especially re-opening of Pangsau Pass Border Trade Point and upgradation and maintenance of Moreh-Tamu road. The team called on  Dr. V.S. Seshadri, the Ambassador of India to Myanmar and Dr. Madan Mohan Sethi, Consulate General of the Republic of India, Mandalay and briefed them on the entire trip before they returned to India.

Meanwhile, Sena complemented  MK Saharia, Chairman, ICC (North East), Kolkata and Dr Rajeev Singh, Director General, ICC, Kolkata for organizing the programme successfully.  Sena also expressed his gratitude to Chief Minister Nabam Tuki for approving this trip, which would help expand bilateral trade between the two friendly countries.

Sena was accompanied by Phosum Khimhun, Parliamentary Secretary, Trade & Commerce, Tokong Pertin, Director, Trade & Commerce and Techi Lala, President, Arunachal Chamber of Commerce & Industries during the visit.

 

 

 

Delays caused Rs 14,000 cr cost overruns in 16 hydro projects:CAG

New Delhi, Aug 31: Delay in implementing 16 hydro power projects by four state-run generators, including NHPC and SJVN, resulted in cost overruns of more than Rs 14,700 crore, CAG said today.

The Comptroller and Auditor General (CAG) said geological surprises as well as many other "controllable factors" led to the delay in implementation of 16 projects by NHPC, SJVN, THDC and NEEPCO.

"Delay in execution of 16 projects by four Central Public Sector Enterprises (CPSEs) resulted in revision of their initial approved cost of Rs 30,005 crore to Rs 44,712 crore. In seven completed/ongoing projects, the cost overrun was in the range of 53 to 148 per cent," CAG said.

CAG made these observations in report titled 'Capacity Expansion in Hydro Power Sector by CPSEs for the year ended March 2012', that was tabled in the Parliament.

Out of the 16 projects, as many as 11 are being implemented by NHPC, while the company is a joint venture partner with Madhya Pradesh government in another project.

There are two plants of NEEPCO and one each of THDC and SJVN.

All these 16 hydro plants together have a generation capacity of 6,794 MW. Out of them, THDC' 400 MW Koteshwar plant, NHPC's 120 MW Sewa-II and 510 Teesta V are already running. The 520 MW Omkareshwar plant -- jointly owned by NHPC and Madhya Pradesh government -- too has started generation.

CAG said that NHPC's 2,000 MW Subansri Lower, 800 MW Parbati-II and NEEPCO's 600 MW Kameng, among others, are ongoing projects.

Even though, geological surprises were one of the major reasons for the delays, CAG said there were other factors.

"Other controllable factors like delay in handing over of access roads to the contractors, wrong assessment of land requirements, delay in issuance of construction drawings, increase in scope of work due to incorrect assessment of bill of quantities etc. also contributed to delay in execution of the projects," the auditor said.

According to CAG, thorough survey and investigation, as envisaged in the Hydro Power Development policy would have minimised geological surprises.

"Other factors like delay in handing over of access roads, delay in issuance of construction drawings, etc, could have been controlled by propoer coordination and monitoring by the CPSEs," the report said.

All the 16 projects that were to be completed by the four state-run entities by March 2012 have been covered in this performance audit report.

CAG said delays in commissioning of projects led to the state-run entities losing the opportunity of generating 26,282.97 million units of electricity annually.

"Further, additional return on equity to the tune of Rs 1,474.57 crore permissible under CERC Regulations, 2009 has also been foregone by the CPSEs," the report stated.

Pulling up NHPC, SJVN, THDC and NEEPCO, the top auditor said plans for 11,813 MW capacity addition -- during 11th Plan period from April, 2007 to March, 2012 -- were prepared without "due diligence". The target was later scaled down to 6,794 MW. Even though the revised target was 42 per cent less than envisaged earlier, CAG noted the four companies could achieve only 1,550 MW generation capacity addition.

"Besides, these CPSEs are likely to add only 3,774 MW capacity in 12 projects in 12th Five Year Plan (2012-17) as against 14,535 MW in 33 projects envisaged in the Hydro Power Policy 2008," the report said.

Meanwhile, the top auditor has suggested the idea of having a high level panel -- chaired by Power Secretary -- with members from other nodal ministries and state governments as a single window mechanism to monitor as well as expedite necessary clearances for hydro projects.

Power Ministry should coordinate with concerned state government and other authorities like CEA (Central Electricity Authority), MoEF (Ministry of Environment and Forests), MoWR (Ministry of Water Resources) to ensure timely completion of projects. PTI

 

 

Govt hands over journo shooting case to CBI

ITANAGAR, Aug 31: Arunachal Pradesh Government has decided to hand over the journalist shoot out case to Central Bureau of Investigation (CBI), the premier investigation agency of the country.

The decision to hand over the case to the premier investigation agency of the country was taken by the State Cabinet in a meeting held under the chairmanship of Chief Minister Nabam Tuki here this afternoon.  

Meanwhile, the Cabinet approved change of nomenclature of the Department of Tirap and Changlang (DoTC) to include the newly created Longding district in it. Henceforth, it will be renamed as Department of Tirap, Changlang & Longding (DoTCL).  

Further, the Cabinet also approved up-gradation of the Extra Assistant Commissioner (EAC) headquarters at Bameng in East Kameng district to that of ADC Independent-charge. Media Cell, CM

Officials urged to strictly monitor PDS

BORDUMSA, Aug 31: The Sub-divisional level PDS vigilance cum monitoring meeting of Bordumsa Sub-Division was held at Bordumsa today under the chairmanship of ADC Kento Riba.

The meeting was attended by Sub-Divisional level Vigilance cum Monitoring members and all the FPS dealers and SKO whole seller and retailers.

While chairing the meeting Riba said the entire responsibility for effective implementation of PDS has been entrusted to the district administration and all the administrative officers in various outposts are part and parcel of the district administration and they will play a key role for its successful implementation. He further said utmost care has to be taken to ensure the delivery and distribution of PDS items to the consumers.

He further requested the Sub-Divisional level Vigilance cum Monitoring members to closely and personally monitor the system so that every grain of PDS/Rice should reach to the targeted group of beneficiaries.  He sought cooperation from all members for effective implementation of PDS in Sub-Division.

Meanwhile, the meeting resolved that the whole sale nominee cum carriage constructors should deliver the PDS items to the FPS outlets and should not ask the FPS dealers to transport the PDS items themselves, no additional transportation charge should be charged from the FPS Dealers.  The PDS items should be sold as per Government approved rates, copies of the monthly Sub-allocation of PDS items shall be made available to all the members of the Sub-Divisional level PDS Vigilance cum Monitoring committee concerned PRI members and Head GBs  and GBs and the PDS Vigilance cum Monitoring Committee, Sub-Divisional Level and Circle level meet should be held monthly and necessary follow up action should be taken up, the meeting further resolved.

Efforts on for clean and green Ziro Valley

ZIRO, Aug 31: The Ziro valley of late has been witnessing a series of cleanliness drive and social services conducted by the District Administration and likeminded NGOs.

Today while walking through Ziro-Hapoli township one can  witness the green, red and yellow buckets in front of all shops and Govt. office premises with the caption - “Use me.” This was an innovative idea for segregating biodegradable and non-biodegradable waste for further waste management initiated by Department of Urban Development under the guidance of the Deputy commissioner Taru Talo and the Deputy Director DUDA P.K Thungon. Green buckets  are for biodegradable (vegetable and kitchen waste etc), red for plastics and yellow for electronic wastes.

The Urban Development Trucks assigned for waste collection are also compartmentalized for different types of waste. Every alternate day the department vehicle collects the household wastes from all the sectors.

The Ziro waste management plant, a scheme under SJSRY will then recycle the waste. The land acquisition for which is under process.

“First we need to accustom the people to the idea of waste segregation, and then the true idea of the waste management plant will be achieved” said Thungon.

Earlier in July, a task force was constituted comprising of a circle officer as the chairman, UPO/AUPO/SI, DUDA , Inspector/ Sub Inspector(T&E), OC P S Ziro or his representative not bellow the rank of SI as members to monitor and carry out regular inspections in and around the township to implement complete ban on selling of plastic carry bags and carry out the segregation of wastes. Today no shop in Ziro - Hapoli Township uses plastic carry bags. It was a Hercules task convincing the shopkeepers to procure the designated colored buckets.

The DC Taru Talo has committed to conduct social service every month in the twin city of Hapoli and Ziro. Slowly but for sure the picturesque Ziro valley will soon be as clean as any other foreign tourist location. Very optimistic in his approach Talo is committed to ensure a clean and green Ziro Valley. Tapung Yingkong’-- an anthology of  Adi songs

ITANAGAR, Aug 31: “Tapung Yingkong”, an anthology of 82 Adi songs published in English is the culmination of enduring passion of Adi lyricist and singer Guni Pertin for song and music.

The songs in the book reflect Pertin’s rendezvous with life as a young student from Bolung village to the present day. Some of the songs, like ‘Kangken Angonge, Ditag Ditagem’ are socially thought evoking, which were written during the 1970s when the writer was in school, while some on preserving culture and traditions relating to Solung and others writer’s observations and tryst with life. The inspiration taken from nature underlines of most of the songs of Pertin.       

The book will be released on the occasion of Solung celebrations at Itanagar tomorrow. The songs have been dedicated by the writer to his parents and the artists, who have departed before exposing their latent quality in the field of arts and culture.

Guni Pertin, a DSP in the state police is posted at Tezu and has a long association with music and songs. He started singing in the year 1963-64 with the cultural team from Assam under music maestro Late Dr Bhupen Hazarika, who had camped at Bolung for two years. In 1970, Pertin auditioned for AIR Dibrugarh station and started his singing career in the same year in Adi programmes. ‘Donyie sadak angong’ was his first recorded song at AIR Dibrugarh. He has so far written around hundred songs and composed many of them. Till date he has recorded 40 songs in various AIR stations from 1970 to 2005. In 2006 he was honoured by the North East Zonal Cultural Centre, Dimapur and in February this year he was felicitated by the Arunachal Guild for Cultural Integration.

 

 

UCF Keak celebrates Silver Jubilee

AALO, Aug 31:  The United Christian Forum of Yaki Tato village celebrated its Silver Jubilee year at Keak yesterday.

Addressing a huge gathering, Public leader Bai Gadi said that the religion has been the guiding force to believers for long 25 years and urged the Christian community to cooperate with other believers to maintain oneness and unity among the villagers. He laid stress on maintaining age-old tribal culture, ‘especially our unique way of counting the genealogy’. He further emphasized on script on such lines by the intellectual and assurance his sponsorship.

He gave away Rs.1, 75,000 to Organizing Committee, Ponung and dance party.

EAC Penga Tato appealed the villagers to promote all good values that can raise the standard of living among the villagers and urged the young generation to concentrate more on academic than present day amusements.

Lt. Colonel B B Pandey of Bihar Regiment, Kaying Unit said that Indian Army is always willing to come up for any civilian cause. He also gave prizes to selected villager and handed over a cheque of Rs.10000 to the Headmaster of the school for school development.

District Food Security Mission Executive Committee meeting held

ZIRO, Aug 31: The first meeting of District Food Security Mission Executive Committee (DFSMEC) was held yesterday at the Chamber of the Deputy Commissioner, Lower Subansiri district.

On the occasion, Deputy Commissioner Taru Talo emphasized on achievement of the target set by the government under the ‘National Food Security Mission-Rice (NFSM-Rice)’ for the year. He highlighted the importance of CSS program and advised the Executing Agency to involve all stakeholders in implementing the process for the success of the programme. He added that Agriculture department and the KVK should be proactive in incorporating improved packages and new technology for the farmers to enhance farm level production.

DAO cum member secretary Dani Yubbe informed about the physical and financial target and fund allocation for the year 2012-2013. He also informed the house that NFSM-RICE is being implemented for the first time in Lower Subansiri District.

T20  Teachers’ Premier League begins

ITANAGAR, Aug 31: The opening ceremony of 2nd edition of T20, (Teachers’ Premier League) Cricket tournament began yesterday at New Palin.

Altogether, eight teams under Palin-Yangte block are participating in the tournament.

In the opening match Rakso Eagles defeated defending champion Royal Amji team by 28 runs.

Governor, CM greet people on Solung

ITANAGAR, Aug 31: Governor of Arunachal Pradesh General (Retd) JJ Singh and Chief Minister Nabam Tuki greeted the people on the auspicious occasion of Solung, the most popular agricultural festival of the Adis.

In his festival message, the Governor said that Solung festival is rich in cultural impressions and offers glimpses of Adi folk culture. Singh hoped that the festival will continue to facilitate in showcasing the cultural mosaic of the State.

Expressing his contentment in noting that the elders of the community have preserved the rich Adi culture and traditional values, the Governor expressed confidence on the youth of the community that they will carry forward their treasured age-old cultural heritage.

In a message on the eve of the festival, Tuki expressed confidence that celebration of the festival will give further fillip to peace, brotherhood and unity of all tribes of the state.

“While I wish my Adi brethren of a happy and joyous celebration, I appeal all members of other communities to join the festival and make it symbolic of our cultural integrity,” he appealed.

IGJHSS lift Solung Football Trophy

PASIGHAT, Aug 31: IGJ Hr. Sec. School (IGJHSS) lifted the Solung Football Trophy defeating DEM Hr. Sec. School 2-0 in final at General Ground here today.

Rokom Tasung scored both the goals in the second half.

Education Minister Bosiram Siram and Boggong ZPM Okom Yosung enjoyed the final match along with local officers, leaders, students and general public.

Speaking on the occasion Yosung said that the youths have great potentiality in the field of sports and more emphasis should be given on sports infrastructure to groom and expose the hidden talents.

He congratulated the Chairman and Secretary of Sports & Games committee, CSFCC’12 for successful conduct of the tourney.

Dumporjo needs LPG branch office

Dear Editor,

I would like to draw the attention of authorities towards the problem being faced by the thousands of people due to inadequate supply of LPG cylinders at Dumporijo Township and its adjoining villages. It has been observed that since the opening of LPG branch office at Dumporijo the supply system has been fluctuating more and more.

It is observed that within 3 to 4 months only one  LPG loaded truck with carrying capacity of only 305 LPG cylinders was engaged against more than six thousands consumers. As a result aggrieved customers  expressed their resentment and the LPG cylinders were  distributed from EAC office Dumporijo Headquarter rather than the old branch office.  After the new initiatives, the problem, however, remained the same.  Lastly, it has been transferred to main branch office Daporijo again.

Now, the situation of customers becomes more deplorable as there is no any other LPG branch office in the vicinity of Dumporijo. Whereas, in Daporijo also, which is 13 km away from Dumporijo, more than 12,000 LPG customers have been suffering because of inadequate supply of cylinders.

Moreover, irregular supply of LPG and lack of transportation facilities to carry LPG cylinders from Daporijo added woes to the Dumporijo people.

Therefore, I request the authorities to open another new  LPG branch office  or to re-start old LPG cylinder supply branch office at Dumporijo and strengthen it to make regular and adequate supply of cylinder for  all the LPG customers.

Rumour on police recruitment

Dear Editor,

We, on behalf of the poor and needy people of Upper Subansiri district, would like to draw the attention of the SP, Upper Subansiri district towards the remour of unfair attempt by the candidates of different background in regards to the ongoing recruitment process for the posts of constable in APP/IRBn. The rumour of unfair attempt has been spreading like wild-life in Upper Subansiri district.

Immediately after the advertisement for the recruitment in APP/IRBn constable posts, the confrontation and conflicts have become order of the day in the families of the candidates. Some candidates are creating pressure on their parents  to sell out  their immovable properties like land and building, while some others  asking their  parents  to take loan from near and dear ones for the sole purpose of  purchasing  constable post. Interestingly, some of the parents of the candidates, who do not have land for sale and unable to taking loan, are approaching the political leaders for a favour for their sons/brothers in recruitment process.

In view of the above mentioned fact, we fervently appeal to the authorities concerned to conduct the recruitment in free and fair manner without any interference and to take action against those who are trying to purchase the sanctity  and integrity of the police department.

Solid wastes  and environmental concerns

With industrialization of most countries in the world, increasing global population and rising demands for food and other essentials, waste products are being released into our ecosystems leading to an increase in pollution levels. This disturbs the lives of plants, animals and humans. According to the United Nations, in the 1992 Earth Summit, around 60 per cent of countries worldwide expressed their concern about disposing solid wastes along with other environmental concerns. The problem of global warming is a major threat to our planet and gets intensified due to waste disposal which is a primary reason for greenhouse gases.

Recently, a French green documentary highlights the prime issues pertaining to waste throughout the world.  The documentary film showcases the urgency to reduce the amount and harmfulness of waste and also focuses on finding  alternate ways for disposal of waste, which has doubled over the years. It shows the dangers of incinerators which were once considered the best solution for waste treatment, but causes cancer and other detrimental effects in people living nearby.

Since waste disposal issues are not pertinent to just one country,  all  the nations should come out together with effective policies to address the environment related matters.
